They establish expectations that new systems include defined authority boundaries and monitoring approaches before those systems become operational dependencies. They also create feedback mechanisms that allow operational teams to surface governance risks early while adjustments remain inexpensive.
A practical signal of governance maturity is whether control becomes easier or harder as systems scale. In environments where governance is performative, complexity tends to reduce visibility and slow intervention. These efforts do not produce perfection.
